The Responses plan’s recommendations

The coordinator accepts the Responses final plan’s recommendations Q1, Q2, Q5, Q7, Q8, Q10 and Q12-Q19 as written there. Q4 is done: the Coral key lives in a private file outside the repository and tools read CORAL_KEY from the environment (D-09).
